This bill modifies requirements for dental administrator rates in Minnesota's medical assistance and MinnesotaCare programs by delaying the potential implementation of a statewide dental administrator contract from 2026 to 2030 and extending the performance benchmark deadline from 2029 to 2032. The bill establishes a Critical Access Dental Provider Task Force to assess the potential impacts of a single dental administrator contract on critical access dental providers, which are providers serving high-need populations. The task force will consist of representatives from various healthcare and legislative organizations and will be charged with evaluating patient access to dental care, analyzing financial impacts on providers, and developing recommendations to prevent service disruptions. The dental administrator would be responsible for various administrative services including provider recruitment, recipient outreach, claims processing, and monitoring service access. If the dental administrator fails to ensure that at least 55 percent of continuously enrolled medical assistance and MinnesotaCare recipients receive a dental visit annually by 2032, the contract must be terminated. The task force is required to submit a comprehensive report to legislative committees by January 15, 2027, detailing their findings and recommendations for maintaining dental care access and provider financial stability.
