If an owner requests exclusion due to a lack of sewage services to their property, the request must be granted. The bill clarifies that even if a property is removed from the sewer district, the owner remains liable for any previously accrued charges. Additionally, if a public or private sewer system begins providing services to a previously excluded parcel, that property will automatically be considered part of the sewer district again, and services will be terminated. This change provides more flexibility for property owners in managing their inclusion in sewer districts based on actual service provision.
