The legislation applies not only to telephone and telegraph corporations, but also to alternate service providers, COCOT (Customer-Owned, Customer-Operated Telephone) service providers, and "aggregators" - which are defined to include hotels, motels, schools, hospitals, and universities that provide telephone services or impose charges for telephone calls. The bill amends the existing public service law to mandate this second-based billing approach, ensuring that customers are only charged for the exact time they use telecommunications services. The public service commission is authorized to create and implement rules and regulations to enforce this new billing method. The bill will take effect 180 days after becoming law, with immediate authorization for developing the necessary regulatory framework to support its implementation.
