This bill modifies the Sports Raffle Charities Act, specifically addressing how funds from athletic event drawings are distributed. Under the new provisions, 50% of ticket sales will be awarded as prizes, while the remaining 50% will be allocated in two ways: 95% will be donated within seven days to designated charitable organizations for public interest purposes, and 5% will be used to fund grants issued by the Office of State Fire Commissioner for fire company and emergency medical services programs. Starting one year after the bill's effective date, affiliated nonprofit organizations must annually remit the 5% grant funding to the department, which will transfer the funds to a restricted revenue account within the General Fund. Additionally, these organizations are now required to submit an annual report by September 30th detailing the total amount collected from ticket sales, amount donated to charities, and amount remitted for grants. This report must be submitted to the State Treasurer and will be distributed to various legislative committees, including Senate and House Appropriations Committees and Veterans Affairs and Emergency Preparedness Committees. The bill will take effect 30 days after its passage.
