This bill directs the New York State Commissioner of Health to publish an annual comprehensive report on access to applied behavior analysis (ABA) for children with autism spectrum disorder who are enrolled in Medicaid. The report must include detailed data such as the number of licensed behavior analysts and certified behavior analyst assistants in the state, the number of Medicaid-enrolled children with autism spectrum disorder diagnoses, how many of those children receive ABA treatment, the median time between diagnosis and treatment initiation, and the number of prior authorization requests for ABA that were denied. The bill requires the report to be organized by Current Procedural Terminology (CPT) codes and published on the Department of Health's website by December 1st each year. Additionally, the bill mandates that the department develop educational materials to inform parents and legal guardians about available services for children with autism spectrum disorder and how to access those services. The goal of this legislation is to improve understanding of and access to ABA services for children with autism in New York State.
