This bill requires the commissioner of labor to develop and implement a new annual employment statistics index that specifically tracks unemployment rates in hamlets and unincorporated villages throughout New York State. The commissioner must create regulations establishing the methodology for compiling this index, which will be supplemental to existing employment statistics already maintained by the department. By September 30th each year, the commissioner must submit a detailed report to the governor, senate president, and assembly speaker that not only presents the unemployment rates for these smaller communities, but also compares these rates to the larger municipalities containing them and evaluates the potential need for enhanced employment training and service programs in these areas. The report and accompanying statistical index must be made publicly accessible, providing transparency about localized employment conditions. The bill will take effect on the first of October following its passage, with immediate authorization for developing necessary implementation rules and regulations.
