This bill authorizes all-electric vehicles to use high-occupancy and dynamic shoulder lanes without paying a fee, provided they display a special decal issued by the commissioner. To obtain the decal, vehicle owners must submit an application and pay a $24 fee; the decals are valid for four years and are not transferable between vehicles.
