This bill addresses closure requirements for poorly performing public schools, specifically targeting community schools (charter schools) and STEM schools that consistently underperform academically. The bill establishes new criteria and procedures for identifying and addressing schools with low academic performance. When a school meets specific performance thresholds - such as being ranked in the bottom 5% for performance index score and bottom 10% for value-added progress - the governing authority must take one of several actions: permanently close the school, contract with an approved education management organization or high-performing school district to operate the school, replace the principal and majority of licensed staff, or work with an external service provider specializing in school improvement. If the school continues to meet poor performance criteria after implementing an alternative to closure, it must permanently close. The bill also includes provisions preventing closed schools from reopening under similar circumstances with the same leadership or staff. The new requirements will take effect on July 1, 2025, and apply to schools' performance ratings starting with the 2024-2025 school year. The legislation aims to improve educational outcomes by providing a structured approach to addressing chronically underperforming schools.
