Current coaches who have not completed the training will have one year from the law's effective date to obtain the required certification, with the commissioner potentially allowing additional time for compliance. The bill includes an accommodation for coaches with physical disabilities, allowing them to coach if another trained individual is present at all times during practices, scrimmages, and competitions. The bill defines "youth league" as sports organizations for participants 18 years old or younger, including club sports, travel teams, and community-based leagues. The law will take effect 90 days after it becomes law, with provisions for preparatory rule-making to begin immediately.
