This bill establishes a process for employers with self-funded employee health plans to voluntarily provide their health care data to payers for the state's Health Care Cost Growth Benchmark Program. Under the new provisions, payers must provide employers with an opt-in form to submit their self-funded health plan data, which can be completed to participate in data reporting for the entire reporting period. Once an employer opts in, the payer must include their data in their submission to the Commissioner of Health Strategy. Payers are required to annually report a list of employers who have opted in or out, along with a certification that they made reasonable efforts to provide the opt-in form.
