This bill provides relief for students who were enrolled in the practical nurse education program at Stone Academy (also known as Career Training Specialists, LLC) between November 1, 2021, and February 28, 2023. The bill authorizes the Office of Higher Education to provide two types of financial assistance: first, a stipend of up to $150,000 in total for graduates who have passed or taken the licensed practical nurse examination, and second, a tuition refund for students who were enrolled but did not graduate. To be eligible for the tuition refund, applicants must meet specific criteria, including having completed coursework that was not transferable to another practical nurse education program and not having previously received a refund or participated in a teach-out program. The bill allows students to apply for the tuition refund until June 30, 2026, and defines a "proctored comprehensive predictor examination" as an assessment of a nursing student's readiness to pass the National Council Licensure Examination for Practical Nurses. Additionally, the state retains the right to seek reimbursement from the private career school or its owners for the stipends, refunds, and administrative costs associated with this assistance.
