This bill addresses financial relief for students who were enrolled in the practical nurse education program at Stone Academy (also known as Career Training Specialists, LLC) between November 1, 2021, and February 28, 2023, but did not graduate. The Office of Higher Education will provide tuition refunds from the private career school student protection account to eligible students who meet specific criteria, including students whose course credits were not accepted for transfer to another practical nurse education program. The refund amount will be determined by the executive director of the Office of Higher Education but will not exceed the tuition paid for the specific course or unit of instruction. Students who receive a refund will be ineligible for teach-out programs or proctored comprehensive predictor examinations administered by institutions identified by the Office of Higher Education. Additionally, students must apply for the refund by June 30, 2026. The bill also allows the state to take legal action against the school to recover the costs of these refunds and administrative expenses, ensuring that the private career school student protection account is reimbursed for the payouts.
