This bill requires the Board of Regents for Higher Education to develop a comprehensive plan by January 1, 2026, for creating inclusive educational programs at Connecticut State Universities for students with intellectual or developmental disabilities (IDD) aged 18 and older. The plan must address several key aspects, including a unique admission process that does not require standardized college entrance tests or minimum grade point averages, opportunities for students to enroll in degree, certificate, or credential programs, and credit or non-credit courses tailored to their individual education plans. The bill mandates providing inclusive academic and extracurricular experiences, individualized supports such as peer mentors and assistive technology, staff and faculty training in supporting students with IDD, and an assessment of funding sources to sustain these programs. The goal is to create an accessible, supportive higher education environment that allows students with intellectual or developmental disabilities to pursue academic and career opportunities in an inclusive setting that meets their unique educational and life skills needs. The plan will be developed in consultation with the Departments of Developmental Services, Social Services, and Education, and must be submitted to the legislative committee overseeing higher education and employment advancement.
