AI Summary
This bill modifies several aspects of Georgia's election laws, focusing on rules, absentee voting, and election procedures. It limits the effective date of State Election Board rules adopted within 60 days of an election, ensuring they do not take immediate effect and instead become active 30 days after the election. The bill restricts hand-delivered absentee ballots, prohibiting their acceptance after advance voting ends, with exceptions for ballots delivered on election day, those sent via postal service, and ballots from overseas military and citizens. The legislation introduces a new process for "supervised assistance events" in assisted living, nursing home, and long-term care facilities, allowing residents to receive help preparing absentee ballots under specific guidelines. The bill also expands reporting requirements for election officials, mandating daily reports on absentee and advance voting, and requires the posting of vote totals by precinct after election results are computed. Additionally, it modifies poll watcher regulations, allowing candidates and parties to designate observers for supervised assistance events and expanding poll watchers' access to various election tabulation areas. These changes aim to provide more transparency and oversight in the election process while establishing more structured procedures for absentee voting assistance.
