This bill creates the Central State Hospital Redevelopment Authority, a new political subdivision in Georgia designed to redevelop the former Central State Hospital property in Milledgeville, Baldwin County. The authority will consist of six members (three appointed by the Governor, one by the Senate President, one by the House Speaker, and one non-voting member appointed by the state property officer) who will serve four-year terms. The authority's primary purpose is to execute a reuse plan for the hospital property, facilitate economic development, and help mitigate the impact of the hospital's closure on the local community. The bill grants the authority broad powers, including acquiring and leasing property, constructing and managing projects, issuing revenue bonds, accepting grants, and entering into contracts. Projects can include educational facilities, parks, transportation infrastructure, healthcare facilities, housing, commercial enterprises, and industrial developments. The authority is exempt from most taxes and will be administratively assigned to the Department of Community Affairs. The bill also provides for annual independent audits of the authority's financial records and establishes that any legal actions related to the authority must be brought in Baldwin County Superior Court. The existing Central State Hospital Local Redevelopment Authority will be dissolved, with all its assets, contracts, and debts transferred to this new authority.
