This bill establishes a pilot program through the Oregon Housing and Community Services Department aimed at providing stable, affordable housing for pregnant individuals and their immediate family members in low-income households. The program will help participants secure housing from the point of conception until their child is at least two years old, with specific requirements that the housing be safe, appropriately sized, located near employment, education, healthcare, and community services, and subject to an affordable housing covenant for at least 10 years. The department will be authorized to allow rental housing project developers to set aside units for program participants, accept rental assistance contributions from various sources, and modify existing scoring criteria to prioritize applicants who commit to supporting the program. The bill includes provisions for the department to establish eligibility rules and provides for an appropriation from the General Fund to support the pilot program. The pilot program is set to be in effect until January 2, 2028, at which point it will be automatically repealed. The goal is to provide housing stability and support for pregnant individuals and their families during a critical period of early childhood development.
