AN ACT To amend Title 31 of the Official Code of Georgia Annotated, relating to health, so as to establish the Access to Midwife-led Birth Centers Grant Program; to repeal provisions relating to the practice of midwifery; to amend Title 43 of the Official Code of Georgia Annotated, relating to professions and businesses, so as to provide for the licensure and regulation of midwives; to provide for a grant program promoting midwife-led birth centers; to provide for an application process for the grant program; to provide for procedures for administering the grant program; to provide for eligibility to receive funds under the program; to provide for requirements of how the funds are to be spent; to provide for audits of the grant program; to provide for reporting to the General Assembly; to provide for a short title; to provide for legislative findings; to provide for definitions; to provide for the creation of the Advisory Board for Licensed Midwives; to provide for its membership and duties; to provide for licensure requirements; to provide for the issuance, renewal, and revocation of licenses; to require written disclosures to clients; to provide for authorized acts and duties of licensed midwives; to provide for statutory construction; to provide for nuisances; to provide for related matters; to provide for an effective date; to repeal conflicting laws; and for other purposes.
