Bill Summary

AN ACT To amend Article 27 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated, relating to loitering at or disrupting schools, so as to provide for the local board of education or other governing body of each public and private elementary and secondary school in this state to install key boxes at each school building in locations determined in collaboration with local law enforcement and emergency management agencies; to provide for the purpose, content, and minimum standards of such key boxes; to provide for policies and regulation; to provide for the creation and maintenance of records; to provide for immunity from civil liability; to provide for related matters; to repeal conflicting laws; and for other purposes.

AI Summary

This bill requires local boards of education or governing bodies of public and private elementary and secondary schools in Georgia to install at least one exterior key box at each school building, in collaboration with local law enforcement and emergency management agencies. These key boxes must meet Underwriters Laboratories Standard 1037 and be placed in an appropriate location for emergency access. The key boxes must contain keys and access devices for all buildings and rooms, as well as detailed maps showing interior access points, critical utilities, emergency response equipment locations, and surrounding property details. Schools must develop policies for key box implementation and establish audit mechanisms to track key box access. The bill provides civil liability immunity for schools, local governments, and their employees when installing and using these key boxes, except in cases of gross negligence or bad faith. The key box contents will be exempt from public disclosure to protect sensitive security information. The overall purpose appears to be enhancing emergency preparedness and rapid access for first responders in school buildings during potential crisis situations.
