AI Summary

This bill restructures the State Board of Cosmetology and Barbers by removing it from the jurisdiction of the Secretary of State and establishing it as an autonomous division within the Department of Public Health, effective July 1, 2025. The bill creates a new position of executive director who will be appointed by the board and have significant administrative responsibilities, including maintaining licensing records, hiring investigators, and managing board operations. The legislation expands the board's powers to include rule-making, licensing, conducting investigations, issuing cease and desist orders, and referring cases for potential prosecution. It also updates provisions related to board member compensation, specifying detailed reimbursement guidelines for travel and meeting expenses. Additionally, the bill mandates that the board give point credits to veterans, establishes specific venue rules for legal actions involving board members, and requires shops, salons, and schools to register with the new executive director before opening. The changes aim to provide more independence and operational clarity for the board while maintaining its regulatory functions in overseeing cosmetology and barbering professions in Georgia.
