This bill creates a grant program to support middle housing infrastructure in Oregon, administered by the Department of Land Conservation and Development (DLCD). Under the bill, DLCD will award $50 million in grants to local governments to help fund transportation, water, and sewer infrastructure improvements necessary to support middle housing development. Middle housing, which typically refers to housing types like duplexes, townhouses, and smaller multi-unit buildings, is currently required to be allowed under existing Oregon Revised Statutes (ORS 197A.420). Notably, the bill provides a temporary exemption for local governments from middle housing requirements while they are seeking or awaiting infrastructure grants. This exemption will last from the date of grant application until either the grant is awarded or the program sunsets on January 2, 2028. The bill is designated as an emergency measure and will take effect on July 1, 2025, with the goal of facilitating denser, more affordable housing development by addressing infrastructure challenges that might otherwise impede such projects.
