This bill modifies existing law to enhance the reporting of sexual assault and child molestation incidents by law enforcement agencies. The key changes require law enforcement officers to complete a more comprehensive domestic violence/sexual assault reporting form when there is probable cause for an arrest or referral to the attorney general's office. The new form will now include additional details such as the existence of language barriers, and mandates that these forms be submitted electronically to the domestic violence training and monitoring unit within the administrative office of state courts. Law enforcement agencies must submit these forms monthly, with provisions for cases still under investigation to be reported as soon as practicable, but no later than the end of the calendar year in which the incident occurred. The bill also maintains a provision for expunging reporting forms upon adjudication of acquittal, dismissal, or other exoneration. The goal of these changes is to establish more accurate data on sexual assault incidents and improve tracking and analysis of these cases. The bill will take effect immediately upon passage.
