This bill expands data privacy protections for minors participating in local government programs or programs funded by the North Carolina Partnership for Children, Inc. Specifically, the bill modifies an existing law that limits public access to certain identifying information about minor participants. Under the proposed changes, Durham County would be added to the list of localities where these privacy restrictions apply, joining Chatham County and several towns in the Wake County area. The protected information includes the minor's name, address, age, date of birth, telephone number, parent/guardian information, email address, and other identifying details. While this information remains technically not confidential, it would be redacted from public records, with only the county, municipality, and zip code of residence remaining publicly accessible. An exception exists for the names of minors who have received local government-funded scholarships or financial awards, which would remain public. The bill would take effect immediately upon becoming law.
