AI Summary
This bill requires all school buses to be equipped with live digital video school bus violation detection monitoring systems, with a phased implementation timeline. Specifically, all new school buses must have these systems installed by July 1, 2027, and all school buses (including existing ones) must be equipped by July 1, 2032. The monitoring systems must be capable of producing live visual images, recording license plate information, and capturing the time, date, and location of any traffic violations. The bill also changes the jurisdiction for prosecuting violations detected by these systems, allowing municipal courts and the traffic tribunal to share responsibility based on which entity issued the summons. Additionally, the bill modifies the revenue distribution from fines, reducing the vendor's share from 75% to 30% and allocating 40% to the state general fund and 30% to the municipality where the violation occurred. School departments can partner with private corporations to provide, maintain, and operate these monitoring systems, and must obtain input and approval from the municipal police chief. The bill aims to enhance school bus safety by creating a comprehensive system for detecting and prosecuting traffic violations around school buses.
