This bill establishes the Missouri Small Business Property Crime Prevention Grant Program, which will provide financial assistance to small businesses (defined as for-profit enterprises with fewer than 50 employees) to improve their safety and security. The program will award grants up to $1,000 per fiscal year to help businesses implement security measures such as surveillance systems, access control systems, lighting, and alarm systems, or to repair damage caused by property crimes. Businesses must apply at least 60 days before the start of the fiscal year, demonstrating their specific security needs and providing a detailed cost breakdown of proposed improvements. A review committee within the Department of Economic Development will evaluate applications based on the severity of security needs, extent of damage, feasibility of proposed fund use, and the business's ability to complete improvements. Grant recipients must submit annual reports on their progress and complete security upgrades within 18 months, or risk having remaining funds revoked. The program will be funded through a dedicated state treasury fund that can accept appropriations and other contributions, and is set to operate for six years before automatic sunset, with the possibility of reauthorization for an additional twelve years.
