This bill modifies the legal provisions for cities of the third class (which are typically smaller municipalities with populations between 3,500 and 15,000 residents) regarding water and mineral spring project development. Specifically, the bill removes a key restriction that previously required such water and mineral spring projects to be self-funded without increasing city indebtedness or using tax revenues. The new version of the law continues to authorize cities of the third class to acquire property through various means (gift, purchase, or condemnation) within the city or within a mile of its boundaries for constructing infrastructure like dams, lake and flood protection systems, bathhouses, mineral water facilities, and related buildings.
