AI Summary

This bill amends Maine's elver fishing regulations by modifying the rules around who can empty elver fyke nets (specialized fishing nets used to catch young eels). Currently, an elver fishing license holder or their unlicensed crew member can empty these nets. The proposed change allows a license holder to permit another individual who also holds an elver fishing license to empty their fyke net, but only while the original license holder is directly supervising the process. This modification is being introduced as an emergency measure to ensure the changes are in place before the next elver fishing season in March 2025. The bill aims to provide more flexibility for elver fishers while maintaining oversight and licensing requirements. The legislation is specific to Maine's fishing regulations and addresses a narrow but important aspect of the state's elver fishing industry, which involves catching young eels (elvers) that are typically sold to aquaculture operations for eel farming.
