This bill establishes a new Family Supportive Housing Grant Program administered by the Minnesota Commissioner of Human Services to provide competitive grants to nonprofit organizations and Tribal governments operating supportive housing for families. The program defines "family" as a household with at least one child and one parent or legal guardian, and focuses on creating permanent supportive housing for families facing multiple barriers such as homelessness, mental illness, substance use disorders, or involvement with child protection services. Eligible grantees will receive $15,000 per family served, with the commissioner aiming to distribute grants so that 60% of families are served within the seven-county metropolitan area, 40% are served outside this area, and at least 10% are members of Minnesota's Tribal Nations. Grant funds must be used for specialized, trauma-informed, and culturally appropriate support services that help families maintain stable housing and provide a safe environment for children. These services include educational and career support, counseling referrals, parenting skills training, life skills development, and 24/7 on-site staffing. Grantees are required to report on the number of families served and services provided by June 30, 2026. The bill also includes a one-time appropriation from the general fund for the program, which will be available until June 30, 2027.
