This bill amends the New York Agriculture and Markets Law to allow for electronic delivery of tickets when petroleum products are delivered. Currently, delivery tickets must be mechanically prepared documents showing details like delivery quantities, seller and buyer information, date, and price. The new provision specifically allows sellers to provide delivery ticket information electronically to customers who have devices capable of receiving such information, such as cellular phones, computers, tablets, or other personal electronic devices. Customers can choose to receive this electronic ticket in lieu of or in addition to a traditional hard copy paper ticket. The bill maintains existing requirements about measuring petroleum product deliveries by meter and retaining delivery ticket records, but introduces flexibility in how that information can be communicated to customers. The electronic option is optional and must be agreed to by the customer. The amendment takes effect immediately upon passage.
