This bill allows the city of St. Louis Park to issue a special on-sale intoxicating liquor license for a unique food hall concept in the West End area, despite existing state liquor regulations. Specifically, the bill permits a licensee serving as an anchor tenant in a food hall to serve and sell alcoholic beverages that can be consumed throughout the entire food hall premises. This means multiple independent food vendors can share a common seating area, with customers able to purchase food from different vendors while also buying and consuming alcoholic drinks from the primary liquor license holder. The bill provides an exception to standard Minnesota liquor licensing rules, giving St. Louis Park flexibility to create a more integrated dining and drinking environment. The special license will become effective after approval by the St. Louis Park City Council and completion of required legal procedures, as outlined in Minnesota Statutes, section 645.021.
