This bill appropriates nonrecurring funds from the General Fund for the 2025-2026 fiscal year to various counties and municipalities in Scotland and Hoke Counties, North Carolina, through the Office of State Budget and Management. Specifically, Hoke County will receive $54 million for projects including water and sewer infrastructure, courthouse construction, a new sheriff's office, a workforce training center, social services and mental health facilities, and fire department improvements. Scotland County will receive $83.2 million, primarily for a new courthouse and jail facility, with additional funds for parks and recreation, public capital improvements, and an EMS/fire substation. The City of Laurinburg will get $33 million for Main Street restoration and water/wastewater projects, while the Town of Gibson receives $24,810 for pump and lagoon station repairs. Additionally, St. Andrews University will get $6 million to repair the Belk Center, which was damaged by a hurricane. The bill specifies that these funds are one-time, nonrecurring appropriations and will become effective on July 1, 2025.
