AI Summary

This bill establishes the Creating Hope and a New Georgia for Everyone (CHANGE) Task Force, a 13-member group designed to examine and address complex issues facing urban, suburban, and rural communities in Georgia. The task force will include members appointed by the Governor, Speaker of the House, and Senate President, representing various sectors such as community leaders, businesses of different sizes, educational institutions, and state legislators. The task force's primary responsibilities include identifying key community issues through stakeholder input and public hearings, prioritizing and analyzing a specific issue annually, developing solutions focused on labor and community development, and recommending legislative or policy changes. Members will serve two-year terms and receive appropriate expense allowances. The task force is authorized to conduct surveys, collect data, accept grants, enter into contracts, and establish a grant program for community development projects, subject to appropriations. Beginning in July 2026, the task force will submit annual reports to the Governor and General Assembly, detailing its findings and recommendations, with these reports to be published online. The task force is set to automatically dissolve on June 30, 2031, unless the General Assembly decides to continue its operation.
