This bill, also known as the DIGITAL Applications Act, requires the Department of the Interior and the Department of Agriculture to create online portals within one year of its enactment. These portals will be used to accept, process, and manage "Form 299s," which are official documents used to obtain authorizations for communications use on federal lands. A "communications use authorization" is defined as permission, such as an easement or license, to place or modify a "communications facility" (like cell towers or antennas) on "covered land," which includes public lands and National Forest System land, for the primary purpose of communication. Once established, the Secretaries of these departments must notify the Assistant Secretary of Commerce for Communications and Information, who will then publish links to these new online portals on the National Telecommunications and Information Administration's website.
