This bill addresses safety concerns for House of Representatives employees working in office buildings in Washington, D.C., by creating a mechanism for them to securely store self-defense weapons. Recognizing the high crime rate in D.C. and the current legal prohibition on carrying weapons inside federal buildings, the bill allows House employees who are legally authorized to carry weapons like self-defense sprays, stun guns, and concealed firearms to bring these items into House office buildings under strict conditions. Specifically, employees must enter through an external pedestrian entrance, immediately store their weapon in a United States Capitol Police-operated locker while in the building, and retrieve the weapon only when leaving. The Capitol Police Board is required to design and install these storage lockers at external entrances of House office buildings within 180 days of the Act's enactment.
