This bill modifies provisions related to public improvement districts (PIDs) in Texas, with a specific focus on hotel-related projects. The bill adds a definition of "hotel" to local government code, expanding it to include properties that become hotels after a PID is established. It restricts districts created after September 1, 2019, to undertake projects only for advertising, promotion, or business recruitment directly related to hotels. The bill also changes petition requirements for establishing a PID, now requiring that petitioners be hotel management employees (like owners, general managers, or regional managers) who can provide written authorization to enter binding agreements. The petition must now be signed by qualified petitioners representing more than 60 percent of the hotel property's appraised value and more than 60 percent of hotels or the assessment area. Each petition signature must be accompanied by a written statement from the qualified petitioner. The bill applies only to petitions filed on or after its effective date and will take effect immediately if it receives a two-thirds vote in the Texas Legislature, or on September 1, 2025, if it does not receive the immediate effect vote.
