Bill Summary

This bill relates to the hosting of a licensed sedation provider by a dentist. The bill allows the dental board (board) to issue a licensed sedation provider host permit (permit) to a dentist who completes a course approved by the board, meets facility and equipment requirements as determined by the board by rule, receives certification in administering advanced cardiovascular life support from the American heart association or an equivalent certification as determined by the board by rule, and submits an application in a form prescribed by the board. A dentist with a permit may employ a licensed sedation provider, defined in the bill as a physician and surgeon or osteopathic physician and surgeon anesthesiologist or a certified registered nurse anesthetist licensed in this state, to administer moderate sedation on an outpatient basis to a patient who is at least 13 years of age on whom the dentist is performing a dental procedure, and to monitor a patient who is at least 13 years of age who is under moderate sedation. The bill allows the board to approve a course for a permit only if the course meets certain education requirements listed in the bill. The bill requires the board to review courses for approval on an annual basis and allows the board to approve a course only if the course director has submitted documentation indicating that the course meets the requirements of the bill. The bill allows the board to require the director of a course to participate in an interview as part of the approval process. The bill requires the board to adopt rules for the implementation of the bill, including rules for the expiration and renewal of a permit.

AI Summary

This bill establishes a new licensing process for dentists to obtain a licensed sedation provider host permit, allowing them to employ qualified medical professionals to administer moderate sedation to patients aged 13 and older. To obtain the permit, dentists must complete a board-approved course that covers critical areas such as patient assessment, emergency scenarios, respiratory complications, patient safety, airway management, anesthetic drugs, and recovery. The course must ensure participants can identify high-risk patients, understand sedation levels, monitor sedated patients, and perform rescue procedures if a patient becomes over-sedated. Dentists must also meet facility and equipment requirements, obtain advanced cardiovascular life support certification, and submit a formal application. A licensed sedation provider, as defined in the bill, can be either a physician/surgeon anesthesiologist or a certified registered nurse anesthetist licensed in the state. The dental board will be responsible for annually reviewing and approving course curricula, potentially interviewing course directors, and establishing rules for permit expiration and renewal. This legislation aims to enhance patient safety by creating structured guidelines for sedation administration in dental procedures.
