This bill requires the West Virginia Board of Education to create and deploy a secure, internet-based reporting portal called the "Home School Portal" within 365 days of the act's effective date or by August 1, 2026, whichever comes first. The portal is designed to support homeschooling families by providing a digital platform for submitting required educational documentation, such as a Notice of Intent and other reports. The portal must have role-based user access, ensure information privacy, and include dashboards for both families and school boards. Key requirements include allowing families to identify homeschooled children with specific exemption options, submitting and archiving reports, and providing optional information fields clearly marked as such. The portal will feature an acknowledgement system with notifications for families and school boards, and will be developed to serve all 55 West Virginia counties. Importantly, the Board of Education is required to consult with stakeholders during development, including representatives from the homeschool community, charter schools, and private schools, to ensure the portal meets the diverse needs of homeschooling families.
