This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to create a new mechanism for states, Indian tribes, and territories to use excess management cost funds from completed disaster recovery projects. Specifically, the bill allows the President to make available "excess funds for management costs" - defined as the difference between authorized management cost allocations and actual expenses when a grant is closed - to grantees or subgrantees. These excess funds can be used for activities related to disaster preparedness, recovery, mitigation, and building capacity to respond to major disasters or emergencies. The funds would remain available for up to 5 years after being made available, and would apply to major disaster or emergency declarations made on or after the bill's enactment date. The bill also requires the Government Accountability Office (GAO) to conduct a study within 180 days of enactment to assess the appropriateness of management cost allocations, examining factors such as costs, usage, and duration of major disasters over the previous 5 years. Importantly, the bill specifies that no additional funds are being authorized to implement these changes.
