Bill Summary
AN ACT relating to flood control measures for Texas Department of Transportation highway projects.
AI Summary
This bill modifies Section 201.611 of the Texas Transportation Code to enhance flood control measures for Texas Department of Transportation (TxDOT) highway projects. Specifically, the bill requires TxDOT to not only coordinate with local flood control authorities to minimize flooding impacts, but also to proactively add stormwater outfalls and other appropriate flood control measures to highway projects. When implementing these additional flood control measures, TxDOT must consider existing, proposed, and expected roadways in the reasonable vicinity of the highway project. The bill removes the previous language that simply referenced "coordination of" flood control and replaces it with more specific requirements for flood mitigation. The changes will take effect on September 1, 2025, giving TxDOT time to prepare for and implement these new flood control requirements in their highway project planning and construction processes.
