This bill establishes the Educational Technology Impact Advisory Council, which will be a comprehensive body of up to 25 members appointed by the commissioner of education. The council will include representatives from diverse educational backgrounds, such as school boards, charter schools, virtual schools, teachers with expertise in various subjects (reading, writing, math, science, and early childhood education), special education educators, parents, healthcare professionals, and educational experts. The council will be required to meet at least four times per year for a minimum of two hours per meeting to review best practices in educational technology, examining its impacts on educational outcomes, behavioral responses, special education, early childhood brain development, and potential issues like student isolation and dehumanization of education. The council will specifically investigate topics including artificial intelligence in education, student competency in core subjects, and the digital transformation of learning environments. Members will be tasked with developing recommendations and policy proposals, which they will present in public hearings to the state board of education, legislative education committees, and the joint committee on education at least every two years. The department of education will provide necessary staff and resources to support the council's work.
