This bill creates a new law that prohibits local governments in Florida from establishing guaranteed income programs, which are defined as unconditional cash payment programs given to individuals without requiring work, reemployment, or training. The bill defines local governments as counties, municipalities, special districts, or political subdivisions of the state, and explicitly bars them from adopting or enforcing any law, ordinance, resolution, order, or rule that would provide such payments unless expressly authorized by state law.
