AI Summary

This bill creates new regulations for toxic chemicals in cosmetic products sold in Florida, prohibiting the manufacture, sale, or distribution of cosmetics containing specific harmful chemicals starting July 1, 2026. The banned substances include ortho-phthalates (a type of chemical compound), PFAS (per- and polyfluoroalkyl substances), formaldehyde and chemicals that release formaldehyde, methylene glycol, mercury, triclosan, certain phenylenediamine derivatives, and lead compounds above one part per million. The Department of Business and Professional Regulation, in consultation with the Department of Health, is required to assess and publicly identify potential alternative chemicals that can replace these harmful substances. Retailers will be allowed to sell existing stock until July 1, 2027, and the department must engage with stakeholders like independent cosmetologists and small businesses during the rule-making process. The bill aims to protect consumers from potentially harmful chemicals linked to serious health issues such as cancer, birth defects, and reproductive system damage. The regulations will apply to all cosmetic products regardless of whether they contain drug ingredients, and violations can result in disciplinary action. The bill is set to take effect on July 1, 2025, giving businesses time to prepare for the new restrictions.
