This bill establishes new requirements for cost participation in trunk highway projects in Minnesota, primarily protecting local units of government from being financially responsible for certain project-related expenses. Specifically, the bill prohibits the commissioner of transportation from requiring local governments to pay for project costs incurred within trunk highway rights-of-way that are necessitated by the project itself, including utility relocation expenses. These cost participation limitations apply regardless of facility ownership or whether the project provides benefits beyond the trunk highway system. The bill requires the commissioner to identify alternative funding sources for any non-trunk highway fund expenses. The provisions do not apply to additional work agreed upon between the commissioner and local governments beyond the original project design or scope. An appropriation is included to cover trunk highway project costs that cannot be paid from the trunk highway fund, with funding allocated from the general fund for fiscal years 2026 and 2027. The new requirements will take effect on July 1, 2025, and will not apply to trunk highway projects already included in the state transportation improvement program for construction in 2025.
