This bill amends Minnesota state law to expand residential property owners' and tenants' rights to display certain flags without restriction. Specifically, the bill voids any deed restrictions, homeowners association rules, contracts, or other regulations that limit the display of the United States flag, the Minnesota state flag, the National League of Families POW/MIA flag, flags of any branch of the United States Armed Forces, and Blue Star or Gold Star Service flags. The bill defines homeowners association documents broadly to include declarations, bylaws, and rules for both common interest communities and residential communities. The law will apply retroactively to all existing and future limitations on flag display, regardless of when they were adopted, and becomes effective immediately after final enactment.
