This bill authorizes the Clinch County governing authority to establish a technology fee for the Probate Court not exceeding $5.00, which would be charged for various court-related filings including civil actions, estate filings, fines, convictions, and affidavits (with the exception of indigency affidavits). The technology fee can only be assessed once per party in any single action or proceeding, and the collected funds must be used exclusively for technological improvements in the Probate Court, such as purchasing computer hardware and software, leasing and maintaining technology equipment, installing imaging and communication systems, and converting court records to digital formats for public access. The clerk of the probate court will collect these fees and remit them monthly to the county's governing authority, which must maintain the funds in a separate, segregated account and conduct an annual audit. If the Probate Judge and Magistrate Judge are consolidated, the technology fees from both courts may be kept in a joint account. The bill also includes a standard provision repealing any laws that conflict with its provisions.
