This bill amends Georgia law to modify how local governments can investigate and inspect residential rental properties. Under the new provisions, local governments can now conduct investigations or inspections of residential rental properties containing four or more dwelling units when there is a "reasonable suspicion" of code violations, which can be based on conditions that are in plain view. The bill also introduces a new requirement allowing local governments to mandate registration of residential rental properties, but only for property owners who directly or indirectly own at least 20 rental properties in Georgia. This is a change from the previous law, which prohibited local governments from requiring rental property registration and limited investigations to situations with "probable cause".
