This bill amends the New York cannabis law to expand retailer permissions and modify regulations surrounding cannabinoid hemp products. Starting January 1, 2026, licensed retailers will be permitted to sell all forms of cannabinoid hemp, provided the products meet specific requirements, with the Cannabis Control Board retaining authority to establish safety rules without restricting retailers' ability to sell cannabinoid hemp products. Additionally, the bill specifies that cannabinoid hemp flower products designed for smoking can only be sold to individuals 21 years and older. The legislation also directs the Office of Cannabis Management to repeal existing emergency cannabinoid hemp regulations adopted on July 27th, 2025, and takes effect immediately upon passage.
