This bill directs all municipalities in New York State to establish a program that allows bystanders (defined as private citizens who are not law enforcement officers) to report license plates they believe are stolen, false, or fraudulent. Under the proposed program, municipalities must create an official reporting form and publish online details about how to file a report, including guidance on what information to provide such as the vehicle's make, model, color, and license plate number. If a bystander submits a complaint that leads to a conviction or finding of violation, they will be entitled to receive 25% of the proceeds from any resulting fine. The bill defines a "local enforcement authority" as the police department or designated governmental entity responsible for enforcing these provisions. Municipalities are also permitted to enter into joint service agreements with each other to implement the program.
