This bill amends the Uniform Attendance and Leave Policy Act to allow certain public employees to receive military service credit when calculating their annual leave accrual rate. Specifically, employees who have retired from military service, been honorably discharged, served in the Arkansas National Guard, or served in a military reserve unit before state employment can now have their prior military service time counted towards their leave accrual. To qualify, employees must provide written documentation of their military service, such as specific military forms like NGB Form 23A, DA Form 5016, or a Career Retirement Credit Report. The military service credit is calculated by dividing the total career points for each year not spent as a state employee by 365. However, employees cannot receive credit for active-duty service time that was concurrent with their state employment, and current military members cannot receive credit for career points earned during years they were also state employees. This change aims to recognize and reward public employees' military service by allowing them to accrue leave at a potentially higher rate based on their military experience.
