This bill establishes new provisions for addressing inappropriate online behavior by students targeting public school employees or other specified individuals. The bill defines "inappropriate online behavior" as any online communication through internet, mobile devices, or social media platforms that harasses, threatens, or bullies a public school employee or other person, whether occurring during school hours or not. Such behavior includes communications containing obscene or discriminatory content or that harm the reputation, dignity, or safety of the targeted individual. When such behavior is reported, school district boards or public charter school governing boards must investigate the claim, which may involve interviews and gathering evidence. If the investigation confirms the inappropriate behavior, the student and their parents must meet with the board to discuss disciplinary measures. Potential disciplinary actions include warnings, participation in online behavior awareness programs, temporary suspension, or expulsion. The bill specifically defines "persons" as students, parents/guardians, or school volunteers, and "public school employees" as administrators, instructional staff, and pupil service staff. Importantly, the bill does not prevent affected individuals from pursuing other legal remedies, and it is set to go into effect on July 1, 2025.
