This bill allows the chair of the State Board of Education to employ personnel to assist board members in performing their duties. Specifically, the chair would have the authority to hire staff, define their job responsibilities, compensate them using legislative funds, and make employment decisions such as promotions or terminations. The bill provides that these employees would be eligible for membership in the Employees Retirement System of Texas and the state group benefits program, and would be entitled to reimbursement for necessary expenses related to their official duties. Additionally, these personnel would be directly accountable to the board chair. The agency is required to provide comprehensive administrative support for these employees, including human resources, budgetary, accounting, purchasing, payroll, information technology, and legal services. The bill is set to take effect on September 1, 2025, and would add a new Section 7.1051 to Subchapter D, Chapter 7 of the Education Code.
