Bill Summary
an act on the needs of the constituents it serves. Moreover, this legislation will improve transparency by requiring OSSE to create a record for every formal request made by the State Board. Before filing this legislation, I consulted with current State Board leadership, as well as current and former members of the State Board, Acting Superintendent Mitchell, Council Chairman Mendelson, and a range of parent leaders and education stakeholders. I look forward to continued engagement on this issue and on matters that will improve the District’s education ecosystem. Zachary Parker Councilmember Zachary Parker A BILL IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend the Public Education Reform Amendment Act of 2007 to empower the D.C. State Board of Education to initiate or amend a request for policy action submitted by the Office of the State Superintendent of Education.
AI Summary
This bill amends the Public Education Reform Amendment Act of 2007 to enhance the powers of the D.C. State Board of Education by modifying the process for policy actions. Specifically, the bill requires the State Superintendent of Education to respond to Board resolutions within 90 days by either submitting a detailed work plan for addressing the Board's policy request within 6 months or providing a written statement explaining why they oppose the request, along with a draft Council resolution to disapprove the Board's original resolution. If the Council does not affirm the Superintendent's opposition within 120 days, the Superintendent must then submit a work plan to address the policy action within 9 months. Additionally, the bill allows the Board to initiate requests for policy approval or amendment, expanding its existing authority. The bill will take effect after mayoral approval, congressional review, and publication in the District of Columbia Register, which is standard procedure for D.C. legislation.
